As for the eye liner, try asking for some assistance from a friend. Preferebly someone you trust, dont want purple eyes for the prom, not a good look =)
Otherwise practice makes perfect. If you do it yourself you may find a style of eye liner that you like for your eyes such as: tips and curls...

If you can afford it, it might be a good idea to get your makeup done for the prom professionally, seeing as you say you don't have much experience with it. That way the pictures will come out stunning! I recommend MAC - they have an amazing range of colours and if you spend the amount the makeover costs or more on products then you get the makeover free! They will also be able to give you lots of tips while doing it, which will be useful for next time you want to try it yourself!

Try buying this eyeshadow, i have it and its wonderful! It makes my eyes look bigger and more bright. I would apply it like this, as eyeshadow all the way up the eyelid is a great look.
